Schwinn The rear derailleur

I have a 71 MantaRay that im installing new cable on the
rear derailleur . With the cable off & the Low gear limit screw
Out the derailleur wil not let the chain go pass 4th ,
Would the derailleur be bent if it does not line up with 5th . It
Seem's to be vertical with the frame .

The gear near the axle nut & frame,(( small gear is high ? ))
So low limit means big gear near spoke
& high limit is for small gear near axle.

Thanks for the tech photo .
I do have the small screw removed , it looks like The derailleur could have a slite bend in it .
I would think with out the screw installed , the derailleur gear would be between the frame & 5th gear.
